This week the Opposition (the Conservative Party) tabled a debate in the House of Commons on the challenges facing the UK’s hospitality sector.
NCASS have been actively engaging with MPs and policy makers to ensure the distinct needs of independent hospitality and mobile catering businesses are understood and championed in ongoing policy discussions.
We have called on the Government to restore more generous business rates relief, reconsider the impact of employment taxation on part-time and seasonal staff and ensure full consultation with employers before future changes to wage and employment. Crucially, we have called for an immediate review into the VAT system and how it impacts small catering and hospitality businesses.

UK Parliament: Opposition Debate on Hospitality
The Conservative Party criticised the government for raising employer national insurance contributions, reducing business rates relief, and introducing employment legislation that, they argued, undermines seasonal and flexible work practices core to the industry. They called for a dedicated industry strategy, targeted support, and pre-consultation on wage policies impacting the sector.
Government ministers defended their actions, stating that difficult fiscal measures were needed to stabilise public finances and fund public services, but pointed to increased business rate relief and sector support for small businesses. Labour asserted that its policies will bring certainty, strengthen worker rights, and revitalise high streets, while Conservative MPs emphasised the adverse effects of new taxes and regulations on small businesses and jobs. Many MPs from all parties highlighted the social and economic importance of pubs, cafes, and restaurants to local communities, and cited constituents concerned by increased costs, falling profitability, and closures. Calls were made for more supportive tax, wage, and regulatory policies.
